Final version of independent review differs in key aspects from leaked draft and there are many examples of language being softened or emotive words and terms being omitted

The final version of the independent review into the culture of British Cycling was seven pages shorter than the draft copy which was leaked to another newspaper in March but that is not the most significant change made over the past three months.

Throughout the report there are many examples of language being softened or emotive words and terms being omitted. The role of the panel seems to have changed – for whatever reason – from acting as judge and jury based on the information received to a transcription service for the 108 submissions, including 44 interviews, given by current and former staff and riders.
